That IS the difference: supporting new format in FRV is not 'just add another reading plugin', but long and complex process to integrate format support perfectly.
FITS is also not single but a generic (container) format with lot of data types, lot of specifics, so adding is looks at least as complex as TIFF support while potential audience is limited.
