Cannot read JPEG XMP sidecar created by Capture One 20

I have been testing compatibility with Capture One 20. (I have been using FRV with Lightroom for a while.) While I can read and write color labels and star ratings of RAW files back and forth from Capture One 20 to and from FRV 1.5.3, I cannot seem to read any star ratings or color labels in FRV created by Capture One 20 from JPG files (these are Nortisu film scans). I have pasted one XMP sidecar that FRV cannot read (or display correctly). I have also included a screenshot of my XMP preferences. Is there a setting that I should have checked or unchecked to read external sidecar files from JPEGs created by Capture One 20?
Additional clues

• Strangely, if I create the color label or star rating in FRV for the JPG file, I can read it in Capture One 20. In other words, the issue seems to be the inability to read the XMP data on the JPG file (for a Noritsu scan) in FRV from a Capture One 20 generated XMP sidecar.  
• When checking the XMP file in a text editor, I see that Capture One 20 has written in the star rating and color label, so it is present.
